- C-PEN Family Support Project (January 2026 – December 2027)
Project Overview
The C-PEN Family Support Project is guided by a child-friendly and child-centred approach, aiming to support families with children aged 0 to 9. Through diversified, family-based services, the project helps create safe, stable, and interactive environments that foster healthy child development and strengthen parent-child relationships. It also supports parents in managing daily caregiving challenges and enhances overall family well-being.
“C-PEN” represents the three core domains of the project:
C-Children
P-Protection
E-Environment improvement
N-Nurturing Parenting Skills
The project adopts a three-tier child maltreatment prevention and early identification framework, focusing on prevention, early identification, and timely intervention to provide comprehensive support to families.
Key Focus
- Strengthening parents’ awareness of child safety and risk identification
- Enhancing secure parent-child attachment and positive communication
- Promoting positive parenting practices and improving parenting capacity
- Improving the home environment to create a safe and age-appropriate living space
Target Beneficiaries
The project serves families with children aged 0 to 9, including:
- Day service users of St. Christopher’s Home
→ Priority will be given to:
- Families living in subdivided units or public housing
- Low-income families or recipients of Comprehensive Social Security Assistance (CSSA)
- Families with children suspected of having or diagnosed with Special Educational Needs (SEN)
Project Components
The project provides comprehensive and tiered support through the following services:
Home-based Support
Four home visits will be conducted by trained parenting facilitators to enhance parenting skills, improve parent-child interaction, and identify family needs at an early stage.
Home Environment Enhancement
A subsidy of up to HK$2,000 per household will be provided to support home safety improvements and optimise the living environment for children’s development.
Resource Support
Families will receive home safety guidebooks and parent-child activity packs to enhance safety awareness and promote parent-child interaction.
Parent and Family Activities
A range of activities will be organised, including:
- Parenting workshops
- Parent sharing sessions
- Family activity days and outdoor activities
These activities aim to facilitate peer support among parents, build support networks, and strengthen family bonds.
Online Information Dissemination
Practical information will be regularly shared through social media, including:
- Parent-child home-based games
- Home safety tips
- Parenting advice
This aims to enhance community awareness of child protection and positive parenting.
